The target coupon policy doesn't address this; if I want to buy nutragrain bars for example, the MQ is $1/2, and the target Q is $1/2, I have three of each (MQ and TargetQ). Can I use all 6 Q in one transaction? The target Q says 1 per transaction. Does that mean they only allow 1 like Q per transaction? Really?

Target in Chambersburg follows all the rules VERY closely! You might have an issue using all of them in one transaction at that store, but it will probably depend on your cashier.
You probably won't have an issue in Hagerstown.
Just a thought.
